How much will you pay EKO-KOM?

Anyone who packs goods in the Czech Republic, imports them or sends parcels to Czech customers – including from another EU country – usually has to ensure the take-back and recovery of the packaging, most often through a contract with EKO-KOM. The exemption applies only to those who place no more than 300 kg of packaging on the market or into circulation in a year and at the same time have a turnover of no more than CZK 25 million (Section 15a of the Czech Packaging Act). Calculator: how much you will pay EKO-KOM

Enter how many kilograms of packaging you place on the Czech market each year. Sales packaging forms a sales unit for the consumer or end user (a box, bottle, bag). Grouped packaging brings several sales units together, transport packaging makes transport and handling easier and industrial packaging is packaging of goods intended exclusively for businesses (EKO-KOM charges it the same way). Simplification: the calculator covers single-use packaging that does not contain beverages and, for transport plastics, primary material (recycled material has a rate of CZK 200/t). Beverage packaging, reusable packaging (CZK 0/t) and the reimbursement of litter clean-up costs for selected plastics (Section 10a) are calculated under the full EKO-KOM price list (in Czech). Whether an online shop’s box is sales or transport packaging depends on how the parcel travels – the difference in the rate is large.

Four points where companies most often go wrong.

Who must

Anyone who places packaging on the Czech market or puts it into circulation: packs their own goods, imports packaged goods or sends parcels in boxes with filling. Placing on the market includes import and the cross-border transport of packaging from another EU member state into the Czech Republic (Section 2(d) of Act No. 477/2001 Coll.); putting into circulation is handing packaging over to another person in the Czech Republic for distribution or use (Section 2(e)). The take-back and recovery obligations (Sections 10 and 12) can be met independently, by transferring them to the buyer together with ownership of the packaging (if the contract expressly says so), or by a contract with an authorised packaging company (Section 13(1)); according to the Czech ministry, the only one is EKO-KOM, a.s.

Exemption: 300 kg and CZK 25 million

The obligations under Sections 10 to 15 do not apply to a person that places no more than 300 kg of packaging on the market or into circulation in a calendar year and at the same time has an annual turnover of no more than CZK 25,000,000 (Section 15a). You must be able to document both conditions.

A report every quarter

The report is sent to EKO-KOM by e-mail within 30 days after the end of the quarter. A late first report carries a contractual penalty of CZK 1,000; for later reports EKO-KOM may charge CZK 500 for each day of delay (terms and conditions from 1 July 2026, Article XXIII).

Selling from abroad

A seller not established in the Czech Republic may appoint an authorised representative for the Czech obligations (Section 13a(1)); for selected single-use plastic packaging sold at a distance directly to Czech consumers it must (Section 13a(2)). The representative is appointed only by a written contract and must be a business established in the Czech Republic (Section 13a(4)). In addition, since 12 August 2026 Article 45(3) of the PPWR requires anyone supplying end users in the Czech Republic directly from another member state to appoint in writing an authorised representative for extended producer responsibility.

What you most often ask about EKO-KOM.

We are based in another EU country and ship parcels directly to Czech customers. Does this concern us?

Usually yes. Under the Czech Packaging Act, the cross-border transport of packaging from another member state into the Czech Republic counts as placing it on the market (Section 2(d)), so the packaging of your goods and your shipping boxes fall under the Czech take-back and recovery obligations unless you meet the 300 kg / CZK 25 million exemption. You may appoint an authorised representative established in the Czech Republic to fulfil them (Section 13a); for selected single-use plastic packaging sold at a distance it is mandatory. Separately, Article 45(3) of the PPWR has applied since 12 August 2026: if you make packaging or packaged products available directly to end users in the Czech Republic without being established there, you must appoint in writing an authorised representative for extended producer responsibility. The Commission has proposed postponing this obligation, but as at 30 September 2026 the proposal had not been adopted.

We are a small online shop. Do we have to join EKO-KOM?

Not if in a calendar year you place no more than 300 kg of packaging on the market or into circulation and at the same time your turnover is no more than CZK 25 million (Section 15a of the Packaging Act). Both conditions apply together and you must document them on request. As soon as it is clear that you will not meet them this year, you must ensure the obligations immediately, not from the following year (Section 15a(2)).

How much does EKO-KOM cost?

An annual fee of CZK 1,600 excl. VAT (CZK 800 registration fee for the State Environmental Fund and CZK 800 administrative fee of EKO-KOM) plus a fee according to the quantity and material of the packaging under the EKO-KOM price list. The calculator on this page gives you an estimate. Anyone whose fee for a year does not exceed the minimum amount (CZK 2,000 excl. VAT for 2025) pays it once a year without advances in the following year until it is exceeded; reports are still submitted every quarter (EKO-KOM terms and conditions, Article IX).

Our supplier already pays for our packaging. Do we have to do anything?

A seller to consumers does not register in the List of Persons if another person demonstrably fulfils the obligations for all of its packaging (Section 14(12)(b)). You must document this – typically with your supplier’s information that the fee has been paid, with its EKO-KOM client number. If you also pack goods in your own boxes and filling, the “all packaging” condition is not met and you have the obligations for that packaging, usually through a contract with EKO-KOM for all packaging (Section 14(12)(a)).

We did not join in time. What now?

Conclude a contract as soon as possible, ideally in the current quarter, because it covers packaging only from the first day of that quarter (terms and conditions, Article III(6)). Earlier periods are not covered and EKO-KOM’s public documents do not regulate back payment for them; ask for a written statement. Failing to ensure take-back or recovery can be fined up to CZK 10,000,000 (Section 45 of the Packaging Act).

Does the EU Packaging Regulation (PPWR) change this?

The Czech Packaging Act and the EKO-KOM contract continue to apply. From 12 August 2026 the PPWR adds its own obligations, for example the EU declaration of conformity and technical documentation for packaging, issued by the manufacturer within the meaning of the PPWR – for sales and grouped packaging, according to the Commission’s guidance, usually whoever fills it with their goods.
